KEY WEST, 1980 — Fidel Castro did not hide the play. When the Mariel boatlift exploded, Havana loaded family boats with more than relatives. Cuban officials spoke openly about dumping “escoria” — scum — onto Florida. Contemporary reporting documented convicts and psychiatric patients forced onto vessels. Captains were told to take them or face a firing squad. More than 125,000 Cubans reached South Florida between April and October 1980. Most were ordinary people fleeing a police state. A documented minority were not. Washington Post reporting at the time put tens of thousands with prison backgrounds on some tallies; later INS and academic reviews cut the “serious criminal” count far lower — hundreds to a few thousand, not the cartoon of an entire prison fleet. Both things can be true: Castro used the exodus as a sewer, and most Marielitos were not killers.
The method was the point. A hostile government selected who boarded. The receiving country got the bill, the crime spike in some neighborhoods, and the political argument that followed for forty years.
That is the model critics now map onto 2021–2024. Customs and Border Protection recorded more than 10.8 million nationwide encounters from FY2021 through FY2024, including 8.72 million at the Southwest border, plus roughly two million known gotaways. Parole programs moved hundreds of thousands through ports with thin screening. Chinese illegal crossings jumped more than tenfold versus FY2017–2020 — 64,174 Southwest apprehensions in the later window versus 5,651 in the earlier one. House Homeland Security noted encounters of Chinese nationals with alleged CCP or PLA ties. Watchlist hits between ports also rose. That is not a rumor. It is a volume problem the Mariel generation never saw.
What it is not, on the public record, is proof that Beijing “bought” Joe Biden and photocopied Castro’s dock. No indictment says that. The comparison that holds is operational: when a government stops choosing who enters, someone else will. Castro chose. Cartels chose. Gotaways chose themselves. A republic that cannot name the people on its soil has accepted the Mariel logic at continental scale.
Castro sent a fleet. The last administration accepted a conveyor. The lesson from Key West was never “every refugee is a convict.” It was that an adversary will export his problems if you leave the pier unguarded. America already learned that the hard way. Forgetting it was a policy choice.
