How Democrats Turned Electric Co-ops From Trusted Monopolies Into a 2022 Cash Machine

Rural electric cooperatives were sold to America as a trust. In 1935, Franklin Roosevelt created the Rural Electrification Administration. In 1936, Congress passed the Rural Electrification Act. The deal was simple: give nonprofit co-ops cheap federal loans, tax-exempt status under 501(c)(12), and exclusive rural territory — a legal rural electric monopoly — so farms could get lights. Members owned the system. Profit was not the point.

That bargain held for generations. Co-ops still serve tens of millions. They still do not pay federal income tax. They still sit on franchise maps competitors cannot easily enter. What changed is the money.

In 2022, a Democratic Congress and President Biden wrote the Inflation Reduction Act. For the first time, tax-exempt co-ops and public power could take “elective pay”: a Treasury check equal to the green-energy tax credit they could never use because they owe no income tax. The same law stood up USDA’s Empowering Rural America program — about $9.7 billion aimed at co-op “clean energy.” Co-ops that once financed lines with REA debt could now harvest direct federal cash for solar, wind, and storage they own. Industry groups called it the biggest financing shift in decades. Sierra Club called it a game changer. That is the tell.

A monopoly plus a tax subsidy plus a new cash window is not charity. It is a pipeline. Ratepayers still pay the bill. Taxpayers now also pay the credit. NGO climate shops write the talking points. Co-op boards, many in red counties, take the grant because refusing free money is a firing offense. The original New Deal trust — keep rates low, serve the member — becomes a scoreboard for projects that qualify for Washington’s check.

Critics of “Democrat NGO cash machines” overstate a secret handshake. They do not overstate the structure. Create a protected utility. Exempt it from tax. Then, in 2022, attach a climate rebate only the political class designed. The co-op still looks like a barn on the letterhead. The revenue stream looks like every other IRA slush: score the project, file the election, cash the refund.

America needed rural power in 1936. It did not need to turn a member-owned monopoly into a second IRS window for subsidized generation. If the lights stay on and the rates stay honest, fine. If the co-op becomes a grant shop with a substation, the trust is already gone.
